Warning: I saw a guy at the grocery store take a full cart of stuff and just walk out

I was at the Safeway on 5th Street last week, grabbing milk. A man in a worn jacket filled his cart with things like bread and baby formula, then just pushed it right past the registers and out the door. The cashier saw it happen and just shook her head, saying to me, 'Store policy says we can't stop them.' I stood there holding my gallon of milk, stuck thinking about the people who work there and the people who really need help. How do stores balance safety with loss, and what does it say when we just watch?
