Honestly, calling it a "guaranteed" failure after one try is a bit much. These directories take TIME to work, they aren't a magic button. Maybe your firm's profile page just isn't compelling enough to make people click and call. The directory sends eyes to you, but you have to close the deal yourself.

But come on, that's letting the directory off the hook way too easy. They charge a ton of money up front with big promises. If they're sending "eyes" to a bad page, then they're sending useless traffic. It's like paying for a billboard on a dead-end street. A good service would help you fix your page or at least warn you it's not working. They just take the cash and point the finger back at you when nothing happens.

Karen_sanchez49 makes a good point about the profile page. My own business page on one of those sites probably looks like it was made in 2005, so maybe I'm the problem too. It's easy to blame the directory when the real issue is my own boring listing. They can send traffic, but if your page looks bad, that traffic just leaves. Guess I need to take my own advice and actually update my stuff.
