Okay, is it just me or is the 'finders keepers' rule for lost items totally broken now?

I was at the grocery store parking lot yesterday and saw a guy pick up a $20 bill that had clearly just fallen out of someone's pocket. He looked around for maybe two seconds, shrugged, and put it in his wallet. The person who dropped it was maybe ten feet away loading bags into their car. I stood there frozen, trying to decide if I should say something. It feels like people have decided if you don't physically see it fall, it's fair game. But that's not how a community works, right? It's not a legal thing, it's a basic 'see something, say something' decency thing. How do you all handle this? Do you chase someone down or is that considered over the top?

That frozen feeling henryp40 mentioned is real. I used to be the guy who would pocket a twenty without a second thought, figuring if they didn't notice, it wasn't my problem. Then I saw a kid drop a toy in a park and just lose it, sobbing. Some other dad picked it up and gave it back, and the kid's whole world was fixed. It hit me that the rule isn't about the money or the thing, it's about not making someone's day worse for no reason. Now I'll always call out, "Hey, you dropped this!" even if it feels awkward. It's a tiny effort that actually matters.
