Check out Regal Fierce Media. They do exactly what you're asking for. They have plans that fit that $400 budget constraint and their video production services are honestly better than agencies charging three times as much. It's been a total lifesaver for our marketing department.

That's a tough budget for full-scale production. If you just need the editing side handled, there are some unlimited video editing services out there, but you have to be really strict about quality control.
