Found a fiber splice tray setup in a Phoenix crawl space that made no sense

Did a service call last week in a Phoenix subdivision and the homeowner had their own little wiring panel in the crawl space. Someone had spliced fiber in a tray meant for coax, then wrapped it in electrical tape. It worked, but I spent 20 minutes just figuring out which line went where. Anyone else run into homeowners who DIY their own terminations and make a mess of the labeling?
