Update: A 2008 Ford Escape in the shop yesterday had a seized caliper bolt snap off flush.

I ended up welding a nut onto the stub after soaking it in penetrating oil for an hour, which got it out without having to drill and re-tap the knuckle, so what's your go-to method for a broken bolt in a tight wheel well spot?

That welding trick is a lifesaver. It's wild how often the best fix is just adding more metal to the problem.
