Ran a $900 retainer ad campaign for a client and the only lead was my own mother

I spent 5 weeks managing Facebook ads for a local plumbing company, $180 per week on their budget. We got 2,300 clicks and one form fill, which turned out to be the client's mom testing the website. Before this I thought retainer clients just needed more time and tweaks, but now I'm wondering if niche service businesses even belong on Facebook. Should I have pushed them toward Google Local Services ads instead, or is a 0.04% lead rate normal for this industry in Austin?

My buddy ran the same kind of ads for a dentist and got zero leads, just a bunch of clicks from bored retirees.
