Why does nobody mention pre-stretching tack strip on concrete before you staple?

Had a job in Gary last month on a slab and the strip kept popping loose every time I kicked the carpet in. A guy named Ray on the crew said to pre-stretch each strip about a quarter inch by hand before firing the staples, so the tension pulls against the pins instead of the fasteners. Did it on the next 3 rooms and not one strip came up, maybe it's just me but that seems to matter more than the staple length. Anyone else do this or am I late to something obvious?
