My neighbor tried that once and ended up just planting a bush over it.

Ever think about what that bush is doing to the soil underneath? It's not just hiding the spot, those roots are going deep into whatever was buried. Could be messing with drainage or even breaking things down further. Your neighbor might have just made a bigger problem for later when that bush dies or needs to be moved. Kind of a permanent, leafy band-aid.

That bush trick is a classic move, but jason_lewis3 is totally right about it just being a time bomb. You're basically adding a whole new root system to fight later. Makes @victorh81's three weekends of digging look pretty smart by comparison, honestly. At least that stump is actually gone and not just waiting under a shrub. Seems like a lot of work to just pass the problem on to the next person who owns the place.
