Why does nobody talk about the 1967 memo where a CIA guy admits they can't verify half the JFK files

I found it on the Mary Ferrell archive after 2 hours of digging, and it says 51 of the 100 boxes had no chain of custody at all. Has anyone else actually read the original scan, or am I misreading what he meant by 'unaccounted for'?
