Spent 6 weeks trying to get my apartment to let me compost, is curbside pickup or a countertop bin the better fight?

Turns out my building manager in Portland kept saying no to a shared bin until I showed him the city's free program, but by then I'd already spent $80 on a bokashi setup I barely use, so I'm torn between pushing for building-wide pickup or just telling everyone to DIY with worms, what worked for you?
