I walked over and told him he was losing about half that water to evaporation before it ever hit the roots. He showed me his HOA actually fines people for brown grass, so now I'm wondering if we should be pushing the HOA instead of each other. Anyone here ever gotten an HOA to loosen up on lawn rules?
