Streaming remakes are missing the episode count trick

Rewatching old shows from the 90s and early 2000s got me thinking. Those had 22 episodes a season, easy. Now everything drops with 8 episodes, sometimes 6. You can binge a whole show in one weekend, then it's gone for 18 months. I heard a producer say filler episodes are dead. But those filler episodes built the characters. They made you care about the side people. New shows skip all that and go straight to plot. Then the finale hits and nobody feels anything. Has anyone else gone back to older seasons just for that slower burn?
