Rant: my brother in law said skip the french drain and just regrade, and now my shed floor is a pond

He swore his yard in Omaha never needed one and I believed him, so I spread 4 yards of topsoil and called it done. Two storms later I'm out there with a wet vac at 11pm, so who actually got a french drain permitted and did the city give you a hassle?
